INDONESIA INTRODUCES NEW NON-TAX STATE REVENUE (PNBP) RATES UNDER PP NO.30/2026

The Indonesian Government has recently introduced Government Regulation (PP) No. 30 of 2026 which sets out the types and rates of Non-Tax State Revenue (PNBP) applicable to services provided by the Ministry of Law. The regulation covers a wide range of services, including legal and legal entity administration services. Among the updates most relevant to businesses are changes to the fees for establishing a Private Limited Company (PT) and trademark registration.

3 Key Changes in PNBP Rates

SERVICEOLD RATESNEW RATES
PT Establishment (Capital > IDR 5 Billion)IDR 1,5 MillionIDR 5 Million
PT Establishment (Capital IDR 1- 5 Billion)IDR 1,1 MillionIDR 1,5 Million
Trademark Registration (per class)IDR 1,8 MillionIDR 2,8 Million

The restructuring of rates for establishing a Private Limited Company (PT) is one of the more significant changes. Previously, PP No. 45/2024 applied a rate of IDR 1.1 million for establishing a company with authorized capital exceeding IDR 1 billion. Under PP No. 30/2026, the Government has divided this category into different rates based on the company’s authorized capital.

PT Establishment Fees for Companies with Higher Capital

For companies with authorized capital exceeding IDR 1 billion and up to IDR 5 billion, the fee for establishing a Private Limited Company (PT) has increased to IDR 1.5 million per application. Meanwhile, for companies with authorized capital exceeding IDR 5 billion, the fee is set at IDR 5 million per application.

These changes are important for investors and businesses planning to establish a company in Indonesia. While PNBP fees may represent only one component of the overall company establishment process, they should still be considered when planning the budget and preparing for the business establishment process.

Trademark Registration Fees

The trademark registration fee has increased from IDR 1.8 million to IDR 2.8 million per class. However, the special rate for Micro and Small Enterprises (UMK) remains at IDR 500,000 per class. Foreign companies planning to enter the Indonesian market should consider trademark protection and the applicable government fees as part of the registration process.

What Businesses Need to Know?

The updated rates under PP No. 30/2026 are particularly relevant for businesses planning to establish a Private Limited Company (PT), make significant investments, or register trademarks in Indonesia. Companies and investors, including foreign businesses, should therefore take the latest PNBP rates into account when planning their budgets and business strategies to support their market entry and company establishment processes.
